【摘要】:Toachievesuccessinshipconstruction,itisnecessaryfortheshipownerandtheshipbuildertoagreeonthelevelofqualityinthefinalproduct.Classificationrules,regulatoryrequirements,andshipspecificationsallhelptodefineanacceptablelevelofconstructionquality;however,thisguidancealoneisnotsufficient.Itisuptotheshipbuilder,therefore,todescribethelevelofworkmanshipsufficientlythatwillbereflectedinthedeliveredship,andfortheshipownertocommunicatehisexpectationseffectivelyforthefinalproduct.Itistheintentofthisdocumenttocontributetotheseobjectivesinthefollowingways:4.2.1TodescribeareasonableacceptablelevelofworkmanshipforcommercialvesselsbuiltintheUnitedStates.4.2.2Toprovideabaselinefromwhichindividualshipyardscanbegintodeveloptheirownproductandprocessstandardsinaccordancewithgenerallyacceptedpracticeinthecommercialmarineindustry.4.2.3Toprovideafoundationfornegotiationsbetweentheshipbuilderandtheshipownerinreachingacommonexpectationofconstructionquality.Theacceptancecriteriahereinarebasedoncurrentlypracticedlevelsofqualitygenerallyachievedbyleadinginternationalcommercialshipbuilders.ThesecriteriaarenotintendedtobeahardstandardwithwhichallU.S.shipyardsmustcomply.Rather,theyareintendedtoprovideguidanceandrecommendationsinthekeyareasthatplayamajorroleincustomersatisfactionandcost-effectiveshipconstruction.1.1Thispracticeconsistsofthreeannexes:hullstructure,outfitting,andcoating.Thesubjectoftheseannexeswasselectedforseveralreasons.Othercommercialshipbuildingnationsalreadyhaveinplacewidelyrecognizedstandardsofexpectationsintheseareas.Theseconstitutethemostsignificantareaswhereworkmanshipisacriticalfactorincustomersatisfaction.Thecostassociatedwiththelaborinvolvedinthesethreeareasisasignificantfactorinconstructionman-hoursandoverallschedules.1.2Thestandardcriteriaprovidedinthispracticeareintendedtoapplytoconventional,commercialshipconstruction.Inmanycases,specialized,nonconventionalvesselsusingnonstandardmaterialsorbuilt-to-servesolerequirementsmayrequireuniqueacceptancecriteriathatarebeyondthoseprovidedinthispractice.

【摘要】:Thisguideisintendedforusebyfieldpersonnelfortherapidevaluationofthepresenceofandtypeofradioactivematerials,basedoninformationobtainedfromavailablefieldinstrumentation.Guidanceisofferedforactionswhichmaybetakentobetterunderstandtheinstrumentindicationsforvariousscenarios,andguidanceisofferedforpersonnelprotectionandconsultationwithadditionalappropriateauthorities.Thisguidedoesnotincludepolicyorproceduresforradiationhealthprotection.Suchpolicyandproceduresaredeterminedlocallybytheorganization(s)involved(site,city,county,state,federal).Thepoliciesandproceduresmayvarybetweenorganizationsandmaybedependentonthetypeofradiologicalincident.Usersofthisguideshouldbefamiliarwiththepoliciesoftheirlocalorganizations.1.1Theobjectiveofthisguideistoprovideusefulinformationfortheinterpretationofradiologicalinstrumentresponsesintheeventofaradiologicalincidentoremergency.1.2Forthepurposesofthisguide,aradiologicalincidentoremergencyisdefinedasthoseeventsthatfollowtheindicationofthepresenceofradioactivematerialoutsideofaDepartmentofEnergy(DOE)orNuclearRegulatoryCommission(NRC)definedradiologicalarea.Theeventmaybetriggeredbyalawenforcementofficerwearingaradiationpagerduringthecourseofhisroutineduties,afirstresponderatthesceneofanaccidentwearingaradiationpager,aHAZMATteamrespondingtothesceneofanaccidentknowntoinvolveradioactivematerialsurveyingthearea,etc.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
